Federal Funding Environment & HAP Overhang

Questions from Virginia Housing (July 9 agenda). Virginia Housing has asked for member input on the following, to inform its path forward on HAP-supported deals and its engagement with federal partners:

• 1.                Impact of level funding on your overall operations.
• 2.                Cost-saving strategies under PIH-2025-28 implemented preemptively (pausing voucher issuance, adjusting payment standards, rent-reasonableness reviews).
• 3.                Balancing new leasing against servicing existing voucher families under the new shortfall rules.
• 4.                Impact of HUD’s plan to end Faircloth-to-RAD.
• 5.                Impact of changes in TPVs for RAD / Section 18 blends and Mod Rehab conversions.
